Journal News Editorial: Better zoning guidance in Westchester can win battles

Another complaint about Westchester's failure to live up to the 2009 federal housing settlement promises to stir up more bitterness and rhetoric in the county, and afford opportunities for County Executive Rob Astorino to warn of "federal overreach" as he buzzes around the state seeking the governor's job. But it's unlikely to move the county closer to finally fulfilling its obligations under the deal. That could soon mean the loss of even more federal grant money to localities that find themselves squeezed by the standoff between the Astorino administration and the U.S. Department of Housing and Urban Development.
