JOB SUMMARY

JOB-RELATED DUTIES – ESSENTIAL FUNCTIONS
These duties are essential and specific to the successful implementation of the position
- Work closely with the Chief Executive Officer (CEO), the Chief Financial Officer (CFO), The Chief Administrative Officer (CAO), the Chief Human Resources Officer (CHRO), General Counsel, Senior Vice Presidents, Vice President of Development, and the Directors.
- Work closely with the CEO and the executive leadership team on the implementation of CHI’s Strategic Housing Action Plan and the development of a CHI Housing Development department.
- Serve as a key member of the executive leadership team.
- Lead and direct oversight of all of CHI’s homeless and housing shelters/sites/residences in Long Island, Westchester, Hudson Valley and New York City and other future locations.
- Develop and maintain relationships with governmental agencies, not-for-profit programs, private and public funding sources, and businesses as necessary to successfully implement CHI’s housing goals and objectives.
- Represent CHI at conferences, forums, community boards, public hearings, and other community-centered meetings.
- Maintain close relationships and dialogue with all federal/state/local regulatory agencies, including counties’ Department of Homeless Services (DHS), Departments of Social Services (DSS), New York State Office of Temporary Disability Assistance (NYS OTDA), Office of Mental Health (NYS OMH), New York City Department of Housing Preservation and Development (NYC HPD), and other federal/state/local agencies.
- Lead system wide housing placement initiatives focused on moving clients from shelter to permanent housing efficiently and sustainably.
- Identify innovative housing solutions and partnerships to expand housing inventory.
- Ensure housing placement goals, timelines, and performance metrics are met or exceeded set by DHS and other governmental entities.
- Supervise a team of highly experienced Senior Vice Presidents, Vice Presidents, Directors and managers.
- Conduct 1 to 1 meetings with members of your executive leadership team and update the performance goals, accomplishments, notes, and feedback in Paycom on a regular basis (weekly/bi-weekly).
- Foster a culture of delegation, supervision and accountability.
- Foster a culture of client and tenant-centered service.
- Develop innovative and wrap around services, including primary care, mental health, substance use, workforce development, and program-related training.
- Lead on the development and monitoring of a housing quality improvement system, including performance management, metrics and other housing-related measures.
- Set a schedule to periodically visit all sites in the Long Island, Westchester, Hudson Valley and New York City areas.
- Ensure that homeless and housing are provided effectively and in accordance with the guidelines established by CHI and all funding sources.
- Ensure that all participants (shelter residents/tenants) in housing-related programs are provided with the services necessary to promote personal and economic independence.
- Lead on finding and submission of RFPs to expand services. Oversee grant reporting related to housing, audits and performance monitoring.
- Work closely with the Vice President of Development in searching for corporate/foundation requests for proposals and initiatives.
- Collaborate with the CHI housing development team to secure, acquire, develop and build LIHTC developments.
- Provide executive leadership to homeownership department VP and staff.
- Develop and implement a comprehensive housing strategy focused on expanding sustainable homeownership.
- Work closely with VP of Homeownership and Housing Retention to increase access to affordable homeownership opportunities for low- and moderate-income households.
- Establish measurable performance indicators and ensure program effectiveness.
- Collaborate with finance leadership on financial forecasting, budgeting, and sustainability homeownership planning.
- Ensure optimum performance of personnel and interfacing of various agency divisions, executive, fiscal, services, property management, personnel.
- Regularly assess effectiveness of the department under direct supervision and implement changes where necessary.
- Responsible for the oversight and development and monitoring of the annual program budgets. Work closely with the CFO, the Controller, VP of Finance, Senior Vice Presidents, Vice Presidents and all Directors in the development and oversight of budgets.
- Ensure compliance with all regulatory, licensing, and accreditation requirements. This includes continuing dialogue and effective reporting with external agencies.
- Develop policies and procedures aligning service delivery with the requirements of government contracts, grants, foundations, or as otherwise required by the organization.
- Promote cross-training between departments and strengthen career development.
- Keep current with legislative proposals and the effects they may have on programs. Make CEO aware of any potential negative/positive effects legislative proposals may have on organizational programming or funding to ensure we are able to advocate accordingly.
- Pursue training opportunities for program staff that could strengthen overall services.
- Understand all shelter regulatory guidelines and housing, including Part 900, Part 491 and other homeless and housing government regulations/guidelines.

- MINIMUM QUALIFICATIONS AND REQUIREMENTS
- Master’s degree.
- At least twenty (20) years of extensive executive level experience overseeing a large housing/homeless portfolio.
- Minimum of five (5) years’ experience at the Senior Vice President or higher level; or five (5) years at Assistant or Deputy Commissioner level or above with proven track record of extensive supervisory experience; including supervising vice presidents and multiple sites.
- Intermediate or expert level proficiency in MS Office products required.
- Strong leadership, management, administrative, organizational, interpersonal, verbal communication, and writing and presentation skills are required.
- Must have a valid driver’s license and must be willing to travel in NYC, Hudson Valley, Long Island, Westchester, and other regions.
