RENTAL SUPPLEMENT PROGRAM
The State Office of Temporary Disability and Assistance (OTDA) administers Rental Supplement Programs (RSP) that are managed by local county districts. CHI operates 3 RSP programs in three NYS counties – Westchester, Suffolk, and Nassau.
Facilities
Rental Supplement Program provides rent assistance for families and individuals who lease apartments in the open private market. Apartments size range in size to accommodate household size from studios to multiple bedrooms. Current CHI programs support apartments located in Westchester, Suffolk, and Nassau counties.
Services
Rent Assistance
CHI assesses eligibility for program enrollment based on household size, household income, and rent reasonableness in accordance with OTDA guidelines. Household incomes must be at or less than 50% of area median income (AMI) as determined by Housing and Urban Development (HUD). Rent reasonableness is based on 85% of Fair Market Rent (FMR) as determined by HUD. AMI and FMR levels are updated annually by HUD.
Rent assistance is based on 30% of household income where participating households pay 30% of their income towards rent and the rent subsidy pays the balance up to 85% of FMR.
Case Management
CHI Housing Counselors work with referred households to complete RSP applications and determine eligibility. Housing Counselors provide technical assistance to eligible households to complete enrollment in RSP. Eligible households must work with their shelter Case Managers to find appropriate housing. CHI Housing Counselors provide advocacy and coordination with landlords and property owners around home inspections, lease up, and move-in.
Housing Counselors provide ongoing case management for enrolled households to ensure their housing stability. As needed, Counselors link households and household members to community-based services and programs to build self-sufficiency including financial literacy and money management skills development. Counselors also support landlords and property owners by working with tenants to pay rent on time, maintain their homes properly, and engage in good neighbor practices.
