The Honorable Adolfo Carrión, Jr. was appointed Commissioner of HPD by Mayor Adams on January 30, 2022. Prior, Mr. Carrión was the CEO of Metro Futures LLC, a real estate development and consulting firm he founded in 2012. Between 2009 to 2012, Mr. Carrión served as Deputy Assistant to President Barack Obama, Director of the White House Office of Urban Affairs, and as Regional Administrator for Region II of the U.S. Department of Housing and Urban Development. Adolfo also served as the Bronx Borough President and as a member of the New York City Council.
CHI honors Commissioner Carrión, Jr. for his lifelong commitment and dedication to housing and human services.
The Honorable Paul Jude Tonna serves as Managing Partner of Praxis Public Relations, Inc., a Long Island-based business public affairs company. Paul served from 1994 to 2005 as a Suffolk County legislator and led the county’s legislature as presiding officer for three years. Paul currently serves as the Executive Director of Suffolk County Village Officials Association (SCVOA), United States Green Building Council-Long Island (USGBC-LI) and The Energeia Partnership, Molloy University’s Leadership Academy.

Pat Hoffman started her career as an entry level clerk in the Claims Department at Liberty Mutual. Six years later, she joined a five-person start-up general insurance brokerage, becoming a 50% partner of Morton G. Case. Pat received a bachelor’s degree from Fordham University. From that point of her career, she served the rapidly expanding non-profit community. Pat worked at M.P. Agency, which merged into Total Management Corporation and finally with the national firm of Epic Insurance Brokers & Consultants.
Nikia Hughes-Cousins, VP of Operations, joined CHI in March 2020. She oversees the operations of all of CHI’s emergency housing shelters and ensures the proper operations of those shelters. Nikia has 15 plus years of experience in operations and in the Human Services field. Nikia holds a bachelor’s degree in criminal justice from Briarcliff College, a master’s degree in public administration from the University of Phoenix, a Certification in Negotiations from Suffolk Community College and is currently pursuing a Doctorate in Human Services at Capella University.
The honoree will be one of our Homeownership or Housing Retention clients.
